今年のGPライン以外のルールは「地域決勝勝利者、ただし全体終了後に勝利者がGPライン内だった場合”権利のない同一地域内GPランキング上位者”へと権利繰り下げ」というものなので、現在暫定だと☆をつけた人がそれに該当することになる。

that if the winner of a Regional Final Tournament has already qualified for the Capcom Cup by virtue of their placing in the top twenty-six on the Global Ranking Point Leaderboard, then the qualification spot shall be awarded to the next player on the Global Ranking Point Leaderboard from that winner’s region who has not already qualified for the Capcom Cup.
地域決勝は「オープンプレミア部分」と「地域決勝Top8部分」で別ものとして開催、オープンプレミア部分はGPプレミア配点+RPランキング配点らしく(@Bizarro_Mikeの解説によると)、そのポイントで地域Top8が決定、翌日の地域決勝top8に出場できることになる。地域Top8部分にポイントはない。地域Top8は当然該当地域の人しか出れないがオープンプレミア部分は誰でも参加可能なので扱いは通常のプレミアとほとんど変わらないことになる。あとそこまででの地域Top7(8じゃなくて7?)の人にはこのイベント自体への招待がカプコンから送られるらしい？←ここはちょっとあやしい
・前半 オープンプレミア/誰でも/プレミア配点(地域はR配点)/地域上位者7名は招待？
・後半 地域Top8決勝/最終結果での地域8名のみ/ポイントなし/勝てば切符
といったかんじ。
昨年議論を呼んだ「当日最終予選勝利者」のポジションだが、19位の位置ということになっているらしい。また上記の地域決勝での権利者(繰り下げ含む?)は地域ポイントを参照するらしい（ここは結構謎。なんで？）

The Winner of the 2018 Capcom Cup Last Chance Qualifier will receive no Global Ranking Points, but, for the purposes of seeding, will be deemed to have placed nineteenth on the Global Ranking Points Leaderboard, and all lower ranked Winners shall be shifted down one position in the seeding order.
Similarly, players’ seeding at the each of the four Regional Finals will be determined by the number of Regional Ranking Points earned by players during the 2018 Capcom Pro Tour, as calculated following the completion of each respective region’s Regional Open Tournament.
